ICS and Climate Finance: Synergising Efforts for Sustainable Development

The global shift toward sustainable development and climate resilience has highlighted the link between energy, health, and the environment. Improved Cook Stoves (ICS) are key to reducing household air pollution, reducing Greenhouse Gas (GHG) emissions, and providing economic benefits to economies. Climate finance—funds from developed nations and other sources—supports developing countries in reducing emissions and adapting to climate change. Integrating climate finance mechanisms is crucial to scaling ICS adoption and transitioning to cleaner energy. By providing financial support and investing in capacity-building, research and development, sustainable and locally driven solutions for clean cooking can be developed and aid in the reduction of GHG emissions and combat climate change.

Given this, on the 30th of October 2024, the African Climate Action Partnership (AfCAP) and the Green Climate Fund (GCF) funded GIZ programme “Promotion of Climate-Friendly Cooking: Kenya and Senegal” co-hosted and resumed the webinar series on “Promoting ICS for reaching NDC targets”. The third webinar entitled “ICS and Climate Finance: Synergising Efforts for Sustainable Development” provided insights to the climate finance landscape and opportunities for clean cooking projects and explain how setting NDC targets can result into climate financing.

This webinar explored the role of climate finance in promoting ICS. Participants learnt about various climate financing mechanisms, the synergies between NDCs targets and climate financing. Best practices and success stories and innovative strategies to encourage collaboration among stakeholders were shared.

Description

Two experts from Climate Bonds Initiative will present practical insights to readiness and will give a virtual demonstration of the roadmap to green bond issuance, addressing some of the pre-conditions to ensure success. 

The webinar will accommodate a facilitated question and answer session, ensuring that participants leave with a stronger understanding of the mechanism and how green bonds can be used to finance climate-aligned infrastructure development and projects.

The webinar will be particularly useful for decision-makers in national and sub-national government and institutions engaged in supporting finance flows to NDC implementation.


This webinar is part of a series covering the project funded by the German Government under the International Climate Initiative (IKI) entitled: Mobilising Investment for NDC Implementation.

Speakers:

Rob Fowler is an expert advisor in green investments and sustainable finance. He has over 17 years of experience in this emerging sector and is seen as a global authority on key topics including green bonds, carbon markets, climate finance and sustainable development. Currently, Rob is leading Training & Advisory with the Climate Bonds Initiative, where he works in the global debt capital markets. His role is to build the human capital required to accelerate the growth of the green bond and green loan markets on the global stage. Rob regularly holds training sessions for bond issuers, underwriters, arranging banks, verifiers, regulators and policy makers to educate the market and build the local communities of green bond advocates. Over the last five years Rob has played a major role in the development and roll out of the Climate Bonds Standard & Certification Scheme, the international best practice approach for labelling bonds, loans and sukuk.

Olumide Lala is the Africa Programme Manager at the Climate Bonds Initiative. He is responsible for driving the development of green bond markets in Africa, with a particular focus on managing partnership programmes, policy advisory and market structure. Before joining Climate Bonds Initiative, Olumide Lala worked at the Nigerian Stock Exchange as Head of Transformation and Change, prior to which he held various senior capital market roles in the UK working at a number of international organisations. Olumide comes with a wealth of knowledge and experience in Product Development, Governance & Risk Management, Business Process Re-engineering and Stakeholder Management within the Nigerian Capital Market. He is a senior Change and Programme Manager with over 25 years of industry experience in capital markets and IT/business consulting. Olumide is a Fellow of the Chartered Institute of Bankers (CIBN) and member of the Institute of Directors (IoD), Nigeria.

Mobilising Private Sector Investment for NDCs

The Center for Clean Air Policy has published a policy paper: Mobilising Private Sector Investment in Support of Nationally Determined Contributions on the current climate finance landscape and the opportunity of mobilising private sector finance for the implementation of developing countries’ NDCs.

Multilateral and bilateral financing institutions have developed a significant track record in mobilising private sector investment, including the direct financing of private sector climate activities. Accelerating private sector action in line with country goals will require building upon best practices, further learning-by-doing and addressing key gaps. Donor climate finance will have a keystone role to play in catalysing programmatic solutions. In so doing, it may be possible to bridge divides about private financing instruments and achieve greater consensus on some effective mobilisation approaches to accelerate climate action.

The Center for Clean Air Policy (CCAP) engaged with partners, including national governments, representatives of private sector firms and financial institutions, the GCF, multilateral and bilateral finance institutions, and civil society experts, on key issues around effective engagement of the private sector to support climate action in line with NDCs. To further the conversation, CCAP brought these partners together for a one-day dialogue in May 2017. The dialogue helped to refine the issues identified by CCAP in a working draft of this paper, raised other ideas, and strengthened the ideas and recommendations presented here.

Watch our recent webinar on ‘Mapping finance for implementing NDCs: Lessons from Cote d’Ivoire’, organised by the Agriculture, Forestry and Other Land Use (AFOLU) Working Group, Climate Policy Initiative (CPI), EU-REDD Facility, European Forest Institute, and the LEDS GP Finance Working Group.

A key aspect of implementing Cote d’Ivoire’s Nationally Determined Contribution (NDC) is tackling Reduced Emissions from Deforestation and Degradation and fostering conservation, sustainable management of forests, and enhancement of forest carbon stocks (REDD+).

In this webinar the team behind the 2017 Landscape of REDD+ Aligned Finance in Cote d’Ivoire case study present an analytical approach that can be used by countries to help evaluate NDC investment needs, by mapping out existing public and private investment alignment with climate objectives and tracking movements in those investments over time.
